Chlorinated Paraffins REACH Consortium objects to testing proposal

Medium-Chain Chlorinated Paraffins are currently undergoing the Substance Evaluation (SEv) procedure of REACH (CoRAP procedure). A draft decision on proposed testing has been submitted by the U.K., Rapporteur Member State (RMS) to the other Member States. This is the final phase before the SEv testing programme will be adopted. Subsequently, the registrant(s) may ask the Board of Appeal for an opinion.

The Consortium members are also unhappy with having had no opportunity to discuss this extensive testing programme with Member States other than the RMS. The Consortium is hoping that Member States will still engage in discussions about a more appropriate, effective and feasible testing programme as it has been proposed by the Consortium members.

Chlorinated paraffins are manufactured by the chlorination of n-paraffin or paraffin wax, normally in a batch process. Medium-chain chlorinated paraffins have a carbon chain length in the range 14-17 and chlorination range is between 40 and 70%, typically 52%. The European market is over 40,000 tons per year and its main use is as flame retardant and plasticiser in PVC.
